Hi
Is it possible for a tourist to get a Taspo card?(if so, how?) or can tourists only buy cigarettes from the shops showing passport?

As for shopping at the store.

Almost never do they check ID when purchasing tobacco products at the shop.

they never ask id for sales on alcohol or cigarettes because people are supposed to be honest and they are assuming that everyone is doing the right thing.

just like a lot of stores outside of where a lot foreigners live or visit, they dont have cameras or security mechanisms at the door. you could pretty much just walk out of the door with shoes, appliances, and other products no questions asked, they will assume you brought it. Just an observation. lol

Taspo cards are required for proof of age only when purchasing from a vending machine. Its an IC card that you touch to the machine at the time of purchase.

If purchasing from a store your age will be judged by the clerk. Theoretically you would have to produce ID (a passport should be ok) if they think you are underage.
