Sending batteries in the post or EMS

I was looking at the rules for Japan Post & EMS, and it seems that the rules have changed in last couple of years. Previously, I've sent one or two cameras overseas by EMS, and they included the normal Lithium-Ion battery.
Now the rules state that the Lithium-Ion battery that comes with the camera CANNOT be sent by EMS or Japan Post.
Has anybody run into this problem? Can you suggest any other service that can transport the camera with the battery (apart from expensive couriers like DHL)??

Oops. You already mentioned that. According to my family, DHL was the only company who would do it.

I heard that if a item include a battery, just put the battery in the unit, and you should be alright.
