It's neither traditional or modern. It's just uncommon. So, well, I suppose you can say that it's modern in a sense since it's unheard of.

Rio is a fairly common girls name in Japan, so there is basically zero chance that someone there will mistake it for the spanish word for river. Incidentally, Chika is another Japanese name that will not be misunderstood by Japanese speakers in Japan.
