Tokyu Hands Osaka (Shinsaibashi):

First off the Kansai Airport Washington Hotel is nowhere near Osaka. Fastest journey would be about 32 minutes from Rinku Town station to Namba (Nankai) station via the Nankai Rapi:t service at a cost of 1,240 Yen, one way. You might want to consider looking for a hotel in Osaka or getting a Kansai Thru Pass:

You can either walk north (15-20 minutes, click on the "walkng man" icon for walking option) from Nanba (Nankai) station to Tokyu Hands or take the subway one stop to Shinsaibashi (200 Yen, about 10 minutes):

Loft, Osaka (Umeda):

Loft Osaka is located in the Umeda area, north-east of Hankyu Umeda station. If you go to Tokyu Hands first, take the subway from Shinsaibashi to Nakatsu subway stop. Walking route from subway:

Loft, Kyoto by subway from your hotel (click on the "walkng man" icon for walking option (20-25 minutes):

There isn't a Tokyu Hands in Kyoto.

Re: your question 2011/9/21 21:41
It appears that Umeda LOFT is bigger than Kyoto LOFT,
and that TOKYU Hands Shinsaibashi is bigger than TOKYU Hands Umeda.

(Shinsaibashi LOFT was closed down on 31 August 2011.)
(TOKYU Hands has no store in Kyoto City, as of September 2011.)

[Umeda LOFT = about 1 hour from Citadines Kyoto Karasuma-Gojo]
Opening hours: Basically from 10:30 to 21:00 with no closing days.
Renewal opening: scheduled on 5 October 2011.

Citadines --walk-- Gojo
{Subway (210 yen, about 1 min.)}
Shijo --transfer (about 5 to 15 min.)-- Karasuma
{Hankyu (390 yen, about 40 min.: Ltd. Express)}
Umeda: down to the 2nd floor, Chayamachi-guchi Exit --walk-- Umeda LOFT.

[TOKYU Hands Shinsaibashi = about 1 hour from Kansai Airport Washington Hotel]
Opening hours: from 10:30 to 20:30.

Washington Hotel --walk-- Rinku-town (of Nankai)
{Nankai (700 yen, about 35 min.: Airport Express, shown with pale orange figures)}

Tengachaya --transfer (about 5 to 15 min.)-- Tengachaya
{Subway Sakaisuji Line, shown in brown (230 yen, about 5 min.)}
Nagahoribashi: Staircase / escalator [A], Ticket Gate, Exit 2-A --walk-- TOKYU Hands Shinsaibashi.
