You know, it could be something to do with foreign cards also... that the japanese banks are closed, so are not linking properly to foreign banks to get transaction detail, and thus we can't get money out.
I'm wondering because I always get into arguments with Japanese residents who insist ATMs don't close, but I know from firsthand personal experience that they do.
