Tobu Rail Passes

The information on the Tobu rail passes for Nikko are less specific than others so I have to ask: Is this one open to any of us with a foreign passport? Or are foreigners legally residing in Japan excluded? This page says only for 'Foreigners' but does not define that well. http://www.japan-guide.com/e/e2358_002.htmlThis page seems to indicate that a foreign resident IS able to buy these passes. http://www.japan-guide.com/e/e2357.htmlIf anyone knows the details on this I would really appreciate it. I will be traveling with a mix of tourists and foreign residents of Japan.

The pass can be used by foreign residents of Japan, but not by Japanese nationals.
