Can I wear a furisode kimono to the chichibu night festival? Is that too formal?

Yes, it's too formal and you may even end up ruining it because of the crowd.
A furisode is equivalent to a Western formal evening dress. There are indeed just a few occasions you can wear it to, such as weddings and formal parties.

Chichibu is in the mountains and it can be rather cold. The festival is very crowded, especially on the third, and even more so at night. I do not recall seeing anyone in a kimono except for direct participants.
If you have the chance to go to Chichibu's summer festival on July 23 (pretty sure, but not dead certain), you can enjoy wearing a yukata along with many fellow festival attendees.
