Snow in December, but not Hokkaido

Not sure if it is a tough question, but which part of Japan can I go in December so that we can experience snow, and hopefully not too far out from main city(such that wont incur costly travelling expenses)?

not sure which part of December you're going in, but we went to Manza Onsen (Gunma prefecture) for a white Christmas because it was accessible with minimal cost using the JR Kanto Area Pass, 8000 (soon to be 8300 I believe). Also, the offer again existed to extend the coverage area of the rail pass for 1000 yen to include Gala Yuzawa in Niigata. I don't know if this will happen again next winter but it's worth keeping an eye out for. http://www.japan-guide.com/e/e7690.html
