Hi,
I plan to visit Narai--Juku in December. Do shops in this town open during winter? I'm just afraid that it's will be too quiet due to cold weather or snow. Is there any locker for suitcases at the Narai train station? And, apart from JR rail pass, is there any railway pass which covers route from Kyoto to Narai?

Not sure if you are still checking this, but since it's not winter yet, perhaps it will still be useful...

You can still save a significant amount of money traveling from Kyoto to Narai and back with the Aozora Free Kippu:

You will pay your regular fair from Kyoto to Maibara. Then in Maibara, go to the Shinkansen ticket gate to buy the Aozora Free Kippu.

Then go back to the JR gate and use your ticket. You can use it to go all the way to Narai. You have to use local trains, so use Hyperdia to plan your route.

The price from Maibara to Narai is 4000 yen one-way, so you can save 1430 yen if you stay in Narai. If you go back to Kyoto, you'll save a lot of money. You can also go basically anywhere in Aichi Prefecture by JR train. If you go onward towards Matsumoto, the ticket will serve you up to Kiso-Hirasawa Station (as written on the link).

As for openings, Narai-juku is open year-round. Some of the shops open later or close later in the winter (by 1 hour) but they'll be open.
