How crowded is Golden Week?

I want to visit some towns/cities in the Izu peninsula. How much more busy does it get? I've heard Izu is a popular get away place for Tokyoites in the first place, so I'm imagining all the peaceful towns/cities there to be like Shibuya for the duration of Golden Week!;
Am I overreacting? Anyone had any experiences there or in the bigger tourist locations (like Kyoto or something) so I can maybe gauge the situation a little better.
