I have heard that the policies for refugee visa is easy than before. japanes government has made soft rules for refugee polices that many foreigner can come over japan easily because of not many young workers in Japan, is this true???

They're talking about relaxing the rules for work visas to include laborers. It's not a refugee visa.

Refugee visas are rare. From 1982-2006, a total of 4882 refugee applications were filed, but only 410 people received refugee status. It is very hard to qualify and be accepted in this way.

No change to the rules or to the processing time (which is long). I've been able to confirm with an association that is dedicated to helping refugees in Japan.
