Hachimantai during the winter?

Hey!
I'm planning go to hokkaido on feb, and pass through Hachimantai Park on the way.
I have a friend that went there but it was in autumm, so, I was wondering if it is possible to go there during winter,if the park and places around are open?
I do not found much about on internet, there is anywhere that I can seek for more information?
