How long to extend resident permit?

I am a student and just apply for new resident card on 15 September. Immigration Bureau gave me some documents that need my adviser to sign. I must send it to immigration after he sign.
until now, my adviser have not finished to sign it yet.
The problem is, now I am applying for a scholarship, I need a new resident card to show them that I can stay in Japan.
- Is it have any document that Immigration Bureau can give me to show, now everything is in processing.
- How long will it take to get a new resident card after I submit all documents?
if you have any recommend please.

Have you explained your situation to immigration? If not, do it and see what they can do for you.
