I was told that the water bus does not pick up passengers from
Hama Rikyu and take them to Asakusa, Is this correct as we were going to do the fish market and then the Gardens and on up to Asakusa. for lunch and tour.

Yes, your information is correct. Hamarikyu is only served by boats going downriver:
