Winter pass for eastern Hokkaido

I am planning to Kushiro, then Akan national parks, Shiretoko and finally Abashri in Feb 2017. I note the JR round tour passes start from Sapporo in several directions which does not cover the above areas in one single pass (general JR pass considered too expensive though). I am planning to use Japan domestic flights to eastern Hokkaido airports directly instead of having to start from Sapporo to save time on trains long ride. I searched to find out some bus passes from Akan Bus company(etc).., but it seems they are not in offer in winter period? Is there any pass that I can use in the given period? ?
