New Year in Japan (Tokyo vs Takayama Area)

Hi everyone,
A few of us are planning for a quick Japan get away for new years - since time is limited we are not looking to spend most of it traveling.
Here are our two options:
1)RT to Tokyo: Tokyo/Hakone Onsen
2)RT to Nagoya: Somehow make way to Takayama and Shirakawa-go/onsen in that region
Our concern is that for New Years a lot of things will be closed, so a lot of activities are limited.
What would you suggest for option one or two? What would you add?
