Hi,
We are planning to visit Tokyo on February 23-28, 2017.
Is there any change we can enjoy snowy destination around Tokyo at that time?
Where is the greatest possibility to find snow around that area at that time?
How is the transportation?

It depends on what kind of snow you want.
If it's just a little bit of snow i think it still snows at Nagano at that time.
But if you want a huge pile of snow you may want to consider visiting one of Ski resorts in Japan.

You've got a lot of options to see snow in February just a short distance outside of Tokyo, and occasionally we have had snow in Tokyo itself in February.

What are you looking to do, exactly? Just seeing snow, or are you hoping to do snow sports like skiing or snowboarding? Onsen in the snow? Beautiful snowscapes?

Probaby one of the easiest destinations (especially if you've got a JR pass, or a Tokyo Wide Pass) is taking the shinkansen to Gala Yuzawa in Niigata. Many people also like going to Karuizawa because along with a ski resort, there is also lots of shopping there. Both of those places are easily reached by train and will definitely have snow in February.

You could go a bit further to Kanazawa and take a day trip to Shirakawa-go for the light up, or even stay in a farmhouse there overnight for a complete experience. You will also see a lot of snow there.

There are many other options as well depending on what you want to do!
