I have seen that at the info on this site and official sanctuary site
it says 9am opening, but are the grounds open earlier to wander around the rest of the park? eg can i get there at 8am, then go to the tower at 9am?
Or will security guards get angry?

Replying to myself in case others have this q.
I asked 'Cafe de Osaka Now Now' on Facebook and they replied with this:
"We made a phone call to check about it.
They say you can walk around the area anytime you want.
The observation tower is only open after 9 am.
Hope you enjoy!!"
