Driving condition in mid of April. (Central)

I plan to drive from Kyoto, Shirakawa, Tateyama station (for Alpen route), Okuhida onsen, Kawaguchigo (via route 158)
Take 4 days on this route and destinations start from Apr,16
I would like to ask questions as below,
1.Do I need winter tire to go on that area? Need your suggestion.
2.How about driving time, Normal or longer than usual? How about speed limit allow?
3.On my route above. Any road closed during that period?
