Question about expressway passes

Dear Sir/ Madam
I am planning to travel in Japan during 25-30 Mar'17 from Chubu Centrair Airport - Tokayama - Shirakawago -Nagano - Obuse - Matsumoto -Kawaguchiko and Tokyo as final destination. However I am confused with the card between Central Nippon Expressway Pass (CEP) and ToCoo Express Way Pass (TEP).
Can I choose either CEP or TEP to those areas?
I understand that TEP will cover larger than CEP. Is it correct?
Since TEP need to booked from ToCoo but CEP can be booked from many agencies such as Nippon Rent A Car and Toyota Rent A Car. Which pass is more suitable? which pass do you recommend?
Once I choose the pass, can I request from the car rental company directly?
