Going to Hokkaido on 9/04/17 to 16/04/17. Need advice whether rent a car or take public transport and which location to stay during the trip. Please provide me the best itinerary. Thank you.

Depends on where you are going!
If you visit just Sapporo and Otaru, the a car is not necessary. If you visit higher elevations, you may encounter winter driving conditions, and if you do not have experience with driving in such conditions, a rental car is not recommended. But if you visit areas in lower elevations without snow and bad public transportation (many national parks and most of the countryside), the a rental car is worth considering.
