How can some one who is a permanent resident of the United States, but holds an Iranian visa, obtain a visa to visit tokyo for 3 or 4 days? What are the documents needed?

You can get the visa from the closest consulate or embassy in the United States. Inquire with them about a complete list of documents needed:
