SOFA-sponsored a Japanese tourist visa

If you are in Japan on SOFA status and have sponsored a Philippine citizen for a tourist visa to Japan, can you tell me the requirements? My wife in The Philippines went to three different visa agencies and was given three different lists of items! Some of them included things like ''bank certificate'' with no explanation of what a ''bank certificate'' is! My bank sure doesn't know! And the list of required items on the Japanese Embassy in Manila website is not any better. If someone could tell me exactly what paperwork is needed, I would greatly appreciate it!

Go with what the Embassy/Consulate tells you not the agencies.
Usually bank certificate is more a "bank statement" they just want to see if the person has enough to pay or not.
