travelex has a branch in Keisei Ueno station. (Can be accessed without buying a train ticket, unlike the one in Nippori).
There is also a travelex just outside yodobashi camera in Akiba if my memory is right - opposite Cafe de Crie (?).

I've seen a money changing place near the "Electric Town" exit at Akihabara, southwest side. About 30m from the exit, just past the Beck's coffee place, on the opposite side. I wouldn't vouch for the exchange rates though, as any changing of money in Japan is often 10-15% off the rate, unless you have USD or EUR.
