I plan to travel to Japan next year in May. I am not sure if I would like to stay in Tokyo because how busy it is. I am looking for a small town around the Tokyo that would be less busy, yest easy to access in terms of transportation. Any suggestion?

There really isn't anything like that that would be an easy (or cheap) commute. Tokyo just merges into Chiba, Yokahama, Saitama, etc. You would probably need to travel about 40 km.

There are quiet places in Tokyo, you could step off a noisy, crowded and busy main street and find yourself in a quiet side street with little or no traffic and people.

One of the places I stay in Tokyo is Otsuka. It is on the JR Yamanote line, but is not a crazy rush like Shinjuku, Ikebukuro, etc. I recommend the Tokoko Inn Otsuka No2 location:
