Traveling to Japan 2011/3/14 07:40
I am traveling to Japan 3/16 thru 3/26. We are flying into Tokyo then taking the train to Kyoto and Kagoshima and then back to Tokyo. Will the blackout effect train travel? How is transport from Tokyo to Narita? I am traveling with 4 children - one in a wheelchair. I can't find much news in english.

Yes, the trains between Narita Airport and Tokyo are currently running at a reduced timetable and might even temporarily stop operation sometimes. Expect delays.

Today, for example, Keisei will operate trains at 50% of the normal level before 9am, at 30% of the normal level between 9:00 and 11:00, will cease operation between 11:00 and 17:00 and then run at 50% until the end of the day. The Skyliner is not running. JR trains do not seem to be running all the way to Narita Airport.

From Tokyo westward, it is considerably less likely that train travel will cause you problems.

Facebook Update on Blackouts and Trains 2011/3/14 14:00
I'm a US citizen living in Japan right now but in the Kobe area. Just logged into my facebook account and received this message about the scheduled rolling blackouts and interrupted train service in the Tokyo area.

Japan Earthquake Information - Updated Mar 14, 8:05AM

Scheduled Blackout
There will be a scheduled blackout (power outage) starting the morning of 3/14 in Tokyo, Tochigi, Ibaraki, Gunma, Chiba, Kanagawa, Saitama, Yamanashi, and Shizuoka.
Areas will be divided into 5 groups and each group will experience about 3 hours of power outage.

Please refer to the TEPCO Homepage [http://www.tepco.co.jp/index-j.html] (as of now, the list is only provided in Japanese) to find out which group you are in and what time the power outage will occur in your group.

Train companies have announced that there will be irregular operation, including out of service hours. Summary here:http://www.asahi.com/national/update/0314/TKY201103130323.html.
