Is it true,that you cannot buy a car in Japan without actually owning a parking space? Can somebody explain,how it works. It' mean you cannot buy,or you just unable to register car? It's like in whole country or just in certain areas ?

Yes, it is true that you can not buy a car without having access to a parking spot. In case you rent an apartment you need to get a signed form / map describing the parking spot from your landlord. This has to be taken to the local police station after which an officer will come inspect the parking spot.
