As far as I'm aware, the only way to get to the top is to climb all the stairs. We saw a postman delivering mail on foot at the top of the complex, so I can only assume there is no vehicular option. If you're physically unable to use stairs at all or negotiate snowy/icy (winter only) paths, I'd give it a miss. Most people would be fine, as there are some handrails and you can go as slowly as you like.
