iPhone 4S not receiving text messages (SMS)

Hello! I'm having a problem with my iPhone 4S not receiving text messages (SMS) from overseas. I can send them fine I just can't receive any replies. I tried texting myself and it worked just fine, so I'm assuming, in general, I can receive texts. Has anyone ever had this problem and knows of a fix? Thanks.

Did you on your 3G network? You can safely on it and see if you receive texts. But that's only if you are sure that your mobile network provider has banned the 3G roaming by default. That was I told to do.
