hello I want to ask regarding residence card. December last year I came back to my country, Indonesia. At the airport immigration, they ask me wether I will come back to japan or not, I said I'll come back shortly. After that they gave me special re-entry permission and I can keep the residence card. Now because unexpected circumstances, I won't come back to Japan anymore. My visa still valid until next october though. What should I do with my residence card? Should I sent the resident card to Japan or I can keep it? If I've to sent it, can you give me the address, please?? will I be charged with penalty because haven't return it yet? I tried to ask Japan embassy in my country but they don't know anything about this, then send an email to Japan immigration bureau but I don't wether they will reply me or not. help me please.. sorry for my bad english. english isn't my native language.

If you were previously working in Japan and paying into the national retirement pension system, then you may need to turn in your card to qualify for your pension refund. Otherwise you can just keep the card.

however i just found this (finally there is the address): I left Japan with a plan to re-entry, but after departure, I decided not to return to Japan. What should I do with my residence card? If I am supposed to return it, where should I send it?
A. If a mid- to long-term resident who leaves the country with re-entry permission does not make re-entry during the validation period of the re-entry permission, he or she must return residence card to the Minister of Justice within 14 days after the date that the event occurred.In this case, please send residence card to the following office: Tokyo Port Bay Joint Office 9F, 2-7-11. Is a penalty applied in case the obligation to return the residence card was not fulfilled even I am outside Japan with permission of reentry etc.?
A. If the obligation to return residence card is not fulfilled, you may be punished with a fine not exceeding 200,000 yen. If your residence card expires while you are outside Japan with the permission of re-entry etc., you donft fulfill the obligation to return it, and you enter Japan again, you will be subject to a penalty.
there says about re-entry, does it the same re-entry as special re-entry permit which is the new system?
i just want to make sure because i don't want to be blacklisted or something in Japan.

because here i found something again What should I do when I leave Japan under the Special Re-entry Permit system and then have lost the residence card overseas?
A. At the re-entry under the Special Re-entry Permit, possession of residence card is not required, so if you have lost residence card while you are abroad, it is possible to re-enter under the Special Re-entry Permit is possible. Please make application for reissuance at the competent Regional Immigration Bureau soon after re-entry.
What procedure is necessary when I re-enter Japan after the period of the Special Re-entry Permit (one year) lapsed?
A. It is not possible to extend the validation period of the Special Re-entry Permit, so you have to obtain a new visa at a diplomatic missions abroad and apply for landing as a new immigration.
then, lets assume my card is lost and i'm not going back to japan anymore. my special re-entry permit lapsed and i just have to make new visa in case i want to go to japan again, right? so there won't be problem then? maybe i've to return the card if i've the old re-entry visa which i'm not..?

Yes, if you're not returning to Japan, you're supposed to return it. It doesn't matter if you have a special re-entry permit or not.
If you lost the card, you obviously can't return it. If you want to lie and say you lost it, then that's your choice. There should be no penalty for it as long as you don't get caught lying.

Yes, generally you are supposed to return it. However many people choose to keep it as a souvenir instead with little, if any, future repercussions. This may no apply with the new zairyu card system though.
