Hi,
Does anyone know of decent priced pocket wifi 4G mobile service without the residence card requirement? Not looking for the extortionate rental options either. Something comparable to emobiles \3880 per month.

Why don't you use "Mobile virtual network operator" ?
You can buy just SIM card in such company.
And you can use it unlocked pocket WIFI.
In case of "OCN Mobile Entry", it is limited to use 30MB/day. but just 980 yen / month.
Unfortunately, I can't find out english information of such service.
