No,it's mean's don't work until midnight that illegal Pub,normaly pub should be ok. Don't worry.

As far as I'm aware most of the major clubs are operating as normal, and many of the don't dance signs get ignored. I'd suggest you just go to the clubs/events your interested as if the law didn't exist. If you want to be cautious, then reading a few reviews of different clubs should mention if dancing is banned, and maybe avoiding Roppongi would be best. Gas Panic in Roppongi was also closed down temporarily a few years ago too, and most people believed that the police abused the law to discriminatingly target a place they thought attracted lots of crime.
