I will be staying in the Tokyo area. What is the cheapest japanese language school option?
Is there somewhere I can teach english and get japanese lessons in return?
Or are there cheap community colleges?

I'm not sure about schools, but the cheapest way to learn language is to look for volunteers. You can find information through your local ward office (the place you do your foreign registration to be a resident). If you want to do exchange lessons, you can go to the Classified section of this very japan-guide.com.
