I just came across a copy of the family register and can not understand the way it is worded. How do I find out where my grandmother's family was from? Her permanent domicile was listed as #10, Mizutamari-shime, Aza, Takajo, Matsushima-machi, Miyag-gun, Miyuagi-ken.

I think it should be: 宮城県 宮城郡 松島町 字高城 水溜下
The exact name of the place has changed but now you can use google map to specify the place.
Mizutamarishita Takagi, Matsushima-machi, Miyagi-gun, Miyagi-ken, Japan
