tax problem of my husband?

i am married to a japanese and have 1 daughter.. since we got married i never gone to Japan again, now my daughter is 9 yrs old, is she have the chance to get a citizenship? i keep asking my husband to visit japan but he always told me that he has a problem, coz he never paid taxes(according to him) thats why we have no chance to go there. what should i do? any sort of advice you can give? thanks

So your husband didn't register her as a Japanese national when she was born, right?
The only way she can get Japanese nationality (without going through the naturalization process) is to move to Japan before she turns 20 years old. She cannot do it from overseas.
