Is JR Chuo rapid (orange) daily?

I was wondering if this is a daily service. I've been to Tokyo a few times and stayed at Koenji. On weekends, I noticed a barricade in front of the escalators leading to the Chuo rapid line in koenji station and the interior was dark. I saw this 3 times so far, so I was wondering if the chuo rapid is a daily service, or was it just coincidence that it was closed at Koenji station?
