Is Fugu only available at Fugu Restaurants?

I am interested in trying Fugu but most places I have seen online seem to ONLY serve Fugu. My girlfriend does not eat seafood, so I was wondering if any places in Tokyo or Osaka would cater to both of us? And would these places be open for lunch or are they generally only open for dinner?

Fugu contains poison, therefore special trained chief can be only cooked. But recent food law have changed that a sealed & packed(by Fugu special chief) Fugu flitch can be serves at restaurants where there is no Fugu chief. Not many restaurants serve Fugu flitch because this is new menu but if you can find the restaurant, you can have Fugu.

As tokyo_friend_48 said, we can eat fugu easier today in Tokyo. Though many restaurants serve Fugu specializes in seafood. By the way, to eat Fugu, Tokyo is safer than Osaka because of history of stringent regulations.

I often see prepared fugu sashimi in the dept store basement food section. So if you don't mind eating in your room, you can try fugu while your friend has something else.
