Imperial Garden East tripod and lightstand?

Does anyone know if it is alright to set up a camera tripod and light stand in the Imperial Garden east to take photos?
If not, how about a hand-held reflector?
Do we need a permit to do a casual photo shoot in there?

About this, the Imperial Household Agency answered me. Yes, you can take photos using tripod, unless disturb others. There does not prohibited photography except for the commercial purposes, no need a permit. Enjoy!

You can take photos without the permit using a tripod. If you visit Kokyogaien National Gardens you need the permit.
