Question about certain usage of "arui wa"

From a report on the effectiveness of certain training materials:

技術教育の導入，あるいは中核として，技術者モラル教育の果たす役割は，重要であると考えている。

I know that "arui wa" is usually translated as "or/" It seems odd to me, though, to say that either technical education or ethical education are important, instead of both being important. Am I reading something wrong here?

Yes, "arui wa" is "or".
But it's 導入 or 中核.

技術教育の導入，あるいは中核として，
As 導入(introduction) or 中核(core) of the technical education,
