Hello!
I'll be landing in Narita airport on Sunday,and i heard i can enjoy a good people watching near Meji shrine of teenagers doing cosplay.
Where is the best location to do so, and what are the best times for it? Do they stay there until it's late?

Takeshita street of Harajuku is so but basically no anime/manga cosplayers coming.
Takeshita street is fashion street not for anime/manga fans(as otaku) street.
Search by Takeshita street(Takeshita dori/竹下通り) on Google map,images and YouTube.

Takeshita street is not night town.

Your best bet is Takeshita Dori or Yoyogi Park on a Saturday/Sunday morning. However cosplay in Harajuku isn't as popular as it was 10 years ago. You'll probably see a few costumed teenagers hanging around the station but it's no longer a mass spectacle like it was.

sorry to the OP, you're like 10-20 years late.
used to be THE place but not anymore.
maybe some gaijin/tourist cosplayer.
maybe you can try Akihabara, you sure to see some maid out in the street trying to handing out flyer for maid cafe.
