Can people access at least the Kyoto Imperial Palace Park without booking the tour? I looked at the map and the actual palace is in the center of the whole rectangle. So does it mean people can walk around within the rectangle but still without entering the place? God, confusing.

​The surrounding palace ground , Kyoto Imperial Park (京都御苑, Kyōto Gyoen), is free to roam; however the the The Kyoto Imperial Palace (京都御所, Kyōto Gosho) and the Sento Imperial Palace (仙洞御所, Sentō Gosho) , you need to register to join the guided tours. If you would like to visit any of those two gardens, and have not made any reservation, just drop in to the Imperial agency office, near one of the entrance, and very likely , if you are in luck, you would be able to join one of the tour if not both..
