My bank unfortunately does not have the best fees for ATM withdrawals.

So with that in mind, can anyone recommend a good travel card? I'm in the USA and I plan on bringing about $2,000.

When I was researching this a month ago I found Bank of America had one of the better rate spreads (if you were doing it before you left the USA.) But I also found most bank web sites didn't even mention exchange rates, so that was a bit hard.

Take cash to Japan and go to a local bank - even the ones at the airport seem ok because they are proper banks, not just money exchange places. carrying cash around is not a problem in Japan like other places - it's pretty safe.

Even if your bank charges $5 for every ATM withdrawal, that is a much better rate if you pull out $1,000 a time than if you change cash and likely get charged 3-5%. Plus you don't run the risk of losing the cash or having it stolen en route.

ATM are nearly always the best way to get cash when travelling.
Use ATM in the Post Office or in 7-11 stores.

North-America pre-loaded cards are a rip-off as they have many hidden fees.
