Ultra Japan ticket questions

This will be my first time going to Ultra Japan and I'm confused about the tickets being sold. Right now they are selling general admission tier 3 tickets. What exactly is tier 3? Back home general admission tickets were all for the same area. However, Ultra Japan has broken general admission up into tier 1, 2, and 3. Does that mean it's a worse area than tier 1 and 2? http://ultrajapan.jp/pc/tickets.php

As far as I can read from the Japanese text, they simply seem to be referring to the 1st sale, 2nd sale, then now the 3rd sale. They are all general admission tickets.
