Bicycle umbrella holders

According to the law, is it legal in Japan to use a bicycle umbrella holder to hold your umbrella while riding a bicycle? I already know that you are not supposed to hold the umbrella with your hand. Someone mentioned that starting this month in June, it will not be legal, but then another person said it is okay, so I'm confused.

It's illegal to load anything over 300 mm(30 cm) wide, 2000 mm(2m) from the ground on a bicycle. http://www.keishicho.metro.tokyo.jp/bicyclette/jmp/bicyclette.pdfRead the page PP-14 above. I don't know how is going to be judged by police officers. They seem to ask you to close your umbrella when they saw you to ride with umbrella due to safety reasons. I've never seen any police officers as they are measuring the wide and height of what you loaded.
