I would say probably it was:
彼もしたがっていたのにな。
(したがって「いった」 doesn't make much sense.)

If my assumption is correct:
- He looked like he, too, wanted to do it, but I wonder...
- He was acting like he, too, wanted to do it, but I wonder...

"shitai" (I want to do)
"shitagaru" (someone acts like he/she wants to do)
"shitagatte iru" (someone is acting like he/she wanted to do)
"shitagatte ita" (someone was acting like he/she wanted to do)

I thought this "shitagatte" could be the "therefore" or "follow" shitagatte. Again, always note the context when asking for translations. It can mean anything!

True, it could be:
- He, too, went following (someone).
or
- He, too, therefore, went.
...but for that, the location of "shitagatte" is a bit strange. But still possible.

I hope the OP comes back to tell us if any one of these fits the context.
