Hello,
Does anyone know of any free Japanese lessons in Japan. Does the city of Tokyo give Japanese lessons to foreigners? Any websites would be a big help.

Yes, they do. Usually held in community centers. It's mainly free or a 100 yen or so at most to cover material cost. Check your local municipal websites or google - there's tons of results depending on which ward you're living in.
