General admission Sumo tickets in September

I am in Kobe and plan on doing some travelling the 19th-23rd of September. I am considering going to Tokyo if I can get tickets to watch the Sumo tournament. How early would I have to get there on one of these days to get a general admission ticket? How likely would I be to get one? I probably won't go to Tokyo if I wouldn't be able to get one because I have already been there twice this trip and there are some other places I would like to see.

If I recall there's something like 350 bleacher seats reserved for same day sales that start at 8:00. I don't think it will be too difficult to get one of these if you go on a weekday toward the start of the tournament.
