Almost all new tablets/small notebooks are capable of operating in English with just a few settings changes. Looking for anything specific?

The main issue is that the keyboard is usually in the Japanese layout.

Hi
What you say is interesting, because when I ask about dual I get the inevitable shrug and intake of breath with scratching of head and Soooou desu neeee, muzukashiiiiiiii....
But, basically I'm looking for:
Tablet Storage up to 128Gb or 64Gb at least Easy connect to TV/monitor Not crazy slow, as I've heard some can be Any English OS
Notebook/PC Storage up to 500Gb HDD USB ports, VGA and HDMI if poss Very light Switchable to separate tablet a bonus Any English OS or bilingual

Any tablet with Android can be set to English (or almost any other language, for that matter). Likewise, you can just install an English keyboard on the tablet.
A laptop running Windows is a different matter, that would indeed be more difficult.

For tablet any apple or most android will be fine, although android tablet finding a 128 might be hard.
For a notebook check out the Panasonic RZ4.
