Is Matsumae worth visiting in February?

I'm interested in visiting Matsumae around the 8th of February 2016.
However, I'm aware that some of the attractions are closed from November to March (Probably because of snow) and only the Matsumae Castle seems to be open, is it worth visiting?
I will be travelling from Hakodate to Sendai so it will be on the way :)

Frankly speaking, I recommend Matsumae only to people who are interested in the history of the town, i.e. people interested in the development of Hokkaido or the Kitabune trade route. Or to see the cherry blossoms in May.
