I don't know about the PS Vita, but the 3DS is region-locked. Make sure the 3DS they will be used on accepts games for the Japanese region!

The Vita is mostly region free but most DLC's for them aren't. If you get a Japanese version of a game, you will have to get its DLCs from the Japanese PS Store.
